Musk stopped the stopgap funding bill with a flood of misinformed and false posts about the bipartisan bill’s content that both Donald Trump and JD Vance then followed up on.

Figuratively the SpaceX rocket launcher launched a rocket into the U.S Capitol and House Speaker Mike Johnson’s lap that he didn’t see coming, after having just spent an afternoon watching the Army-Navy game with Trump and Musk.
